Studies assessing noise impacts of wave, tidal energy systems

An article in Renewable Energy World this month provides a great overview of ongoing research funded by the DOE that is assessing environmental impacts of “Marine and Hydrokinetic” energy technologies.  These new “MHK” systems include anything that generates electricity from the movement of water without dams, including systems that tap waves, tides, currents, or ocean thermal gradients.  Much of the research looks at the ways these systems can change the physcial dyanamics of ocean ecosystems (e.g., reducing wave height by drawing energy from the waves, changes in sediment movement and salt/freshwater mixing, etc.).  Of special interest here, of course, are the five studies (out of of 21 currently underway) that are looking at possible noise impacts.

Two are looking at areas where tidal turbine systems are in use or planned (Cook Inlet in Alaska and Admiralty Inlet in Washington); the Alaska study is looking for signs that beluga abundance or behavior is altered near a tidal turbine, while the Washington study is assessing existing background ambient noise and the acoustic footprint of a new tidal turbine.  Other studies are testing an acoustic deterrence system to see if it keeps migrating gray whales out of a proposed wave energy park and developing an acoustic detections system that could spot marine life around MHK installations.

Looking at the bigger picture, several other DOE-funded efforts aim to integrate MHK planning and site choices into larger marine planning and conservation initiatives. Two of these are developing protocols and best practices for siting, taking into account environmental and navigational impacts, and another, being undertaken by the Pacific Northwest National Laboratory, is working to incorporate siting of MHK projects into NOAA’s marine spatial planning efforts (essentially, ocean zoning, designed to minimize conflicts between various uses of the ocean).

Finally, the DOE is leading international efforts at the International Energy Agency to come up with international standards and shared knowledge banks on environmental effects of MHK installations, as well as mitigation practices.

Mt. Rainier air tour planning: a rare case of “not to late”

At most of the places where the National Park Service and FAA have commenced air tour management planning (ATMP), there is already a deeply entrenched local air tour economy, as well as a visitor expectation that they can take flight in order to see the beauty from above.  The Grand Canyon is of course the Mother of All Overflight Controversies; similarly, the the Black Hills/Mt. Rushmore and Hawaii Volcanoes ATMPs also dove into situations where thousands of annual flights were already taking place.

But now for something completely different: At Mt. Rainier National Park near Seattle, only 114 flights are currently allowed each year, with actual numbers apparently lower.  This provides a rare opportunity to give real consideration to Alternatives that truly maintain natural quiet on the mountain.  Two of the proposed alternatives would greatly reduce noise in the park backcountry: Alternative 1 simply bans all flights over the park, and Alternative 4 keeps planes to the far periphery of the park, and at high altitudes.  Alternative 3 allows 55 flights per year to circle the peak, and introduces the NPS’s recent innovation (being spearheaded at the Grand Canyon) of setting aside no-fly times – in this case, weekends, and sunrise/sunset on Monday-Thursday, and keeps planes at 2000 feet or more.  Alternative 2 maintains current use patterns around the peak, capping flights at 114 per year.

Truthfully, any of these options will maintain Mt. Rainier as a place where hikers can experience the natural soundscape with minimal intrusion.  But, the opportunity to establish a precedent for keeping commercial air tours out of relatively pristine National Park lands is one that is worth pushing for; we encourage support for the inclusion of the “no air tours” alternative.  Comments are being accepted through May 16.

US wind goals attainable on previously disturbed lands

A new study finds that there is plenty of already disturbed land in the US to meet the 20% by 2030 goal for wind energy production.  Noting that habitat fragmentation is a key issue that can slow wind development, the researchers took a state-by-state approach that looked at both disturbed landscapes and wind resources, to see whether there is enough disturbed land (farmland, oil and gas fields, roads) on which to build out our wind future.

The answer: clearly yes. In fact, there’s enough disturbed land to build more than ten times the number of turbines needed.  While some states, including Maine, California, Pennsylvania, and Michigan, don’t have enough undisturbed land to meet their goals, many others have far more potential capacity than needed (see chart). “A disturbance-focused development strategy would avert the conversion of ~2.3 million hectares of undisturbed lands relative to the unconstrained scenario in which development is based solely on maximizing wind potential….Agriculture and oil and gas make up the vast majority of the disturbed lands identified in our analysis, such that removal of other disturbed lands would not qualitatively change our results. However, we believe that ridges surrounding abandoned surface mines and areas adjacent to existing roads also constitute disturbed areas where wind energy development should be considered.”

The researchers also note that “Placing turbines on disturbed lands may also benefit the expansion of transmission lines and associated infrastructure that will be critical to facilitate wind development. Because disturbed lands are already in areas of high road and transmission line density, they may ease the development of new or expanded transmission capacity. “

While their analysis focused on ground-based conservation needs, and so it is likely that some areas of bird and bat migration would need to be excluded from their disturbed-land analysis, there is enough extra potential capacity to easily move in this direction. What’s needed, they authors suggest, is policies that make it cheaper to build in disturbed land and more expensive to build on pristine land, which “could improve public value for both wind energy and biodiversity conservation.”

NOAA increases whale-watching distance for orcas

Two years after proposing changes in whale-watching rules  in Puget Sound to protect endangered orca populations, NOAA has finalized its new standards.  Boats will need to stay twice as far from the whales (200 yards), and a half-mile wide “no-go” zone has been established along the entire west coast of San Juan Island, an important feeding zone.

UPDATE, 4/15: Canadian regulations lag those on the US side of the border; a recent study found that an average of about 20 boats surround orcas in summer months in one popular whale-watching area.  See this recent article that summarizes a set of proposed regulations developed by the University of Victoria (BC) Environmental Law Clinic, including 500 meter approach limits, 30 minute time limits, and weekly “days of rest” with no whale watching boats in the water.

New research indicates that squid and their relatives are injured by exposure to low frequency noise similar to the “acoustic smog” created by widespread shipping and localized seismic surveys.  This is the first study to show physiological damage caused by noise in animals who do not have ears or hearing organs. The study exposed squid, cuttlefish, and octopuses to two hours of low frequency sound in a variety of frequencies from 40 to 400Hz; the fish were in a tank, and could not move away from the noise.  According to a report in New Scientist, the researchers “were astonished by extensive damage to the statocyst, a bulbous organ in the head of cephalopods that senses gravity and motion, enabling them to balance in the water and direct where and how fast they swim. Without this organ, cephalopods are practically powerless to move, are unable to hunt, and will become easy prey themselves.”  In 2001 and 2003, giant squid were found beached in an area where seismic surveys were taking place; though the injuries observed then could not be tied to acoustic trauma, the new research suggests that such damage can be caused by sound exposure.

The New Scientist article continues:

Post-mortems showed that the linings of statocysts from cephalopods not exposed to sound retained the fine hairs that sway as the animals move through water, and are essential to the animals’ balance and orientation. Statocysts from the exposed animals, by contrast, had lost huge patches of hair, leaving holes in the membranes of the organ’s cells. The insides of the cells had pushed their way through the holes, and mitochondria – the power plants of cells – had suffered extensive damage. By killing and examining the animals at intervals up to four days after the single sound exposure, the team showed that the damage got worse with time, long after the sound had been turned off.

The sounds used in the study were of moderate intensity: SPLs of 157dB re 1uPa, with peaks at 175dB, roughly equivalent to the sound of a large ship at 100 yards or a seismic survey at 500-1000 yards. (By comparison, injury is not presumed to take place in marine mammals unless sound is 180-210db). Similar studies in fish, using caged animals, have sometimes found similar hair damage to hearing organs, but only at much higher sound levles, and, in many cases even high levels of sound did not cause such injury.

Michel André, lead researcher, notes in a statement that ”If the relatively low intensity, short exposure used in our study can cause such severe acoustic trauma, then the impact of continuous, high intensity noise pollution in the oceans could be considerable…This is the first study indicating a severe impact on invertebrates, an extended group of marine species that are not known to rely on sound for living. It left us with several questions: Is noise pollution capable of impacting the entire web of ocean life? What other effects is noise having on marine life, beyond damage to auditory reception systems? And just how widespread and invasive is sound pollution in the marine environment?”

UPDATE, 4/15: While this study has been widely praised as an important step in understanding possible noise impacts on a new family of ocean creatures, there are some caveats being put forward as well.  Michael Stocker of Ocean Conservation Research notes in a letter to his network that it is as yet unclear whether the impacts are more related to “particle motion” or “pressure gradient” aspects of acoustical energy, so “it could be that the closeness of the lab signals may have different impacts than equally loud exposures generated from further distances.”  T. Aran Mooney, who agrees it’s a “good first step,” suggests that more information is needed about how the noise exposure was measured.  And of course, these results will need to be replicated and expanded upon, as always.

Oil industry seismic survey studies: ramp up and long-term population trends

Two new studies on seismic survey impacts have been released by the Joint Industry Program (JIP) Sound and Marine Life research program, funded by oil and gas companies.

The first looked at the effectiveness of “soft start” ramp up of seismic survey airguns at night and at times of poor visibility.  This has become standard procedure, but there have been some concerns that if marine mammals were very close to the ship, even the low sound levels at the start of the ramp up could be loud enough to cause hearing damage.  Based on two different modeling approaches, the study found “no instances…in which the threshold levels for hearing injury for cetaceans were reached during the initial stages of the soft-start sequence. This suggests that the animals are not at significantly greater risk of harm when a soft start is initiated in low visibility conditions.”  Link to pdf of report at the website of the International Association of OIl and Gas Producers.

The second study aimed to address “the rarely-charted relationship between oil Exploration and Production (E&P) activities and trends in cetacean stocks.”  The study cites case studies involving populations of sperm whales in the Gulf of Mexico, humpback whales, blue whales and fin whales off the coast of California, northern bottlenose whales off Nova Scotia and harbour porpoises and minke whales off the east coast of the UK. The study, published in Aquatic Mammals,  provided new insights into the worldwide distribution of E&P activity in relation to marine mammal populations and has also revealed striking data gaps in our understanding of cetacean population numbers and trends. While the report’s review of seven stocks “found signs of an increase in numbers in one population (Californian humpback whales),” for the remaining six, “population trends could not be assessed due to the high variability in the abundance estimates.”  Link to pdf of this report.

In essence, there is not enough data to really tell us whether ongoing oil and gas activity has reduced stocks over the long term.  As usual in the many cases where ocean noise and population studies come up against this paucity of solid data, the researchers recommend that someone should fund of future studies ‘that provide more comprehensive data on cetacean stocks.”

Hawaii Volcanoes NP publishes draft air tour management alternatives

In what must be one of the slowest EIS processes on record, the National Park Service and the Federal Aviation Administration is moving…methodically…to develop a new air tour management plan (ATMP) for Hawaii Volcanoes National Park.  After being upgraded from an EA to an EIS in 2005, the joint planning process began work on the EIS in 2007.  Four years later, rather than releasing a Draft EIS, the project planners have released a first draft of the proposed alternatives, and are asking for comment on these.  After incorporating comments, the DEIS will follow.  Sometime.

All ribbing aside, the fact is that this is actually one of the faster moving ATMP’s coming out of the seemingly uncomfortable partnership between the FAA and the NPS, which were  jointly charged in 2000 with developing ATMPs for all parks with existing or proposed flight tours.  The Park Service has taken a lead among federal agencies in addressing impacts on natural soundscapes of parks, while the FAA’s focus is more on air safety than resource protection.

“Hawai‘i Volcanoes is known for spectacular volcanic landscapes, significance of Native Hawaiian culture, Hawaiian species found nowhere else in the world, and for vast expanses of designated wilderness that stretch from summit to sea,” stated Cindy Orlando, Park Superintendent. “Whether it’s the crackling of new lava, song of a honeycreeper, or a magical Hawaiian chant floating across Halemaumau Crater or just silence—the soundscapes of Hawaii Volcanoes are unusual and valued as part of the park experience. We also protect some of the quietest places in the park service —secluded locations that are quieter than even humans can hear. Natural quiet is becoming an increasingly important attribute of the national parks.”

The National Parks Traveller blog recently ran a great piece titled Give Us A National Park, Please, But Not its Regulations.  Here’s the lead:

We love our national parks. We love the wildlife they hold, the seashores with their sparkling sands, the forests with their wildlife and hiking trails, the soaring red-rock cliffs and plunging canyons.

But please, don’t ask us to abide by their regulations.

Uproars over managing off-road vehicles in both Cape Hatteras National Seashore and Big Cypress National Preserve, the oyster farm at Point Reyes National Seashore, air traffic over Grand Canyon National Park, snowmobiles in Yellowstone National Park, and now bike races in Colorado National Monument all seem to drive home that point, no?

The piece goes on with evocative detail and interesting historical perspective on the Parks’ struggles to balance preservation and access.  Very well done.

 

Beaked whales avoid sonar at low sound levels

The latest in a series of studies looking at responses of beaked whales to Naval mid-frequency active sonar has provided some new details that reinforce our understanding that this family of deep-diving whales is extremely sensitive to noise intrusions.  The study, which took place on a US Navy training range in the Bahamas which is outfitted with seafloor recorders, found that beaked whales react to sonar signals below 142dB, and that they move an average of 16km away as soon as sonar operations begin, not returning until 2 to 3 days later.

It’s long been known that beaked whales tend to leave the range when exercises are taking place, but this study was the first time that some whales were tagged, to track exactly how far they went and how long they stayed away.

“Results… indicate that the animals prematurely stop vocalisations during a deep foraging dive when exposed to sonar. They then ascend slowly and move away from the source, but they do resume foraging dives once they are farther away,” said David Moretti, Principal Investigator for the US Navy.

“It was clear that these whales moved quickly out of the way of the [navy] sonars. We now think that, in some unusual circumstances, they are just unable to get out of the way and this ends up with the animals stranding and dying,” said Professor Ian Boyd, chief scientist on the research project. However, Boyd added “There is a tendency to blame the Navy for every stranding event and that is ridiculous.”

“Perhaps the most significant result from our experiments is the extreme sensitivity of these animals to disturbance,” said Boyd. “I am also worried that the general levels of sound that humans make in the ocean from all sorts of sources like ships, oil and gas exploration and renewable energy may be a much more serious problem for beaked whales and some other sensitive species.”

Ontario court dismisses challenge to wind farm setback standards

An Ontario Superior Court has dismissed a legal challenge to the province’s wind farm siting standards, which call for 550 meter (1800 foot) setbacks in most cases. The Court ruled that it could only judge whether the process of coming up with the regulations followed proper protocols, including public consultation and the use of science-based evidence in coming to its conclusions. That lifts a cloud of uncertainty from developers of wind farms, says the president of the Canadian Wind Energy Association. “We’re expecting this to be a record year for wind development in Ontario,” Robert Hornung said in an interview. “This decision just helps everybody put their head down and focus on the work.”

“It is not the court’s function to question the wisdom of the minister’s decision, or even whether it was reasonable,” the court ruled Thursday. “If the minister followed the process mandates by the Environmental Bill of Rights, his decision is unassailable on a judicial review application.”

The Court pointed out that the province’s Environmental Review Tribunal (ERT) can consider whether setbacks are reasonable, on a case-by-case basis.  In fact, an ERT review is currently underway, challenging the standard setbacks at a wind farm in Chatham-Kent, the first new wind farm to be permitted under the new law. Muir Woods succeeds in restoring natural quiet

Great article in the New York Times on the strides made at Muir Woods, just north of San Francisco, in restoring natural quiet.

At times, deep within this vaulted chamber of redwoods, it is almost quiet enough to hear a banana slug slither by. For the National Park Service, that stillness is as vital a component of the site as the trees’ green needles, or the sudden darting rays of sunlight.

A decade after the agency resolved to restore natural sounds to this park in a metropolitan area of seven million people, managers at Muir Woods, in Marin Country just north of San Francisco, have made big strides in vanquishing intrusive noise. Now the background sounds are dominated by the burbling rush of Redwood Creek, the soft sibilant breeze that stirs the redwood branches, the croak of a crow.

Forest Service starts “minimal roads” planning

Unbeknownst to most of us, a long-term National Forest Service approach to managing roads on its millions of acres of non-wilderness lands has been waiting for activation since January 2001, when the Forest Service finalized a plan for the long-term management of their oversized and under-maintained road system. That plan basically directed the agency to identify an ecologically and fiscally sustainable minimum road system that would meet resource management and recreational access needs. The plan projected that the agency might reduce the overall road system by more than 30%, and that as a result “unroaded” acreage might increase by up to 15% nationally.  Wildlands CPR fills us in on the details with this web post and a real nice pdf version of their magazine feature on the story.

A combination of political neglect and other factors has meant that even as the “minimum road system” goal remained on the books, and was part of the Travel Management Plan process that many forests engaged in over the past decade, implementation of the idea has never happened.

Now that has changed, with the release in late 2010 of a directive from the Forest Service Chief. The guidance memo directs all national forests to identify, through a science-based analysis, an ecologically and fiscally sustainable minimum road system by 2015.

In addition to the five years it will take to conduct this analysis nationally, it will likely take decades to actually implement the minimum system on-the-ground. But the plans developed through this process will, over the long-term, create a blueprint for future road maintenance and decommissioning investments, including Legacy Roads and Trails Remediation Initiative funding.

For those interested in large landscape connectivity for wildlife, this initiative presents an opportunity to reduce road densities as well as protect and restore linkages and core habitat. For those interested in clean water and fisheries, it is an opportunity to improve water quality and watershed health. And for those interested in fiscal responsibility, it is an opportunity to identify a road system that the Forest Service can afford to maintain.

 

First-ever lawsuit challenges Gulf of Mexico oil, gas development

For the first time, decades of oil and gas development in the Gulf of Mexico is being challenged in court, on the grounds that the noise of seismic surveys used to pinpoint oil reservoirs has a negative impact on the region’s endangered sperm whales.  A consortium of environmental groups, including the NRDC, CBD, and Sierra Club filed a formal notice of intent to sue, because 10 new oil exploration and development project have been approved in recent months without obtaining permits required by the Marine Mammal Protection Act and Endangered Species Act. “Seismic surveys have a vast environmental footprint, disrupting feeding and breeding of wildlife over great distances,” said Michael Jasny, a senior policy analyst at NRDC. “It is intolerable to think that the same species threatened by the Gulf spill will have to contend with the industry’s constant pounding, without any serious attempt to mitigate the harm.”

This legal challenge is similar to those mounted against Navy mid-frequency active sonar training, in that they are designed to assure that the behavioral impacts of seismic survey noise are considered, and that Incidental Harassment Authorizations are issued, with conditions meant to avoid any injury of animals, and minimize behavioral changes. The MMPA and ESA clearly require careful assessment and permitting of any activity that may negatively affect marine mammals or endangered species.

What is unclear, though, is how (if at all) oil and gas exploration activities might change after going through these proper legal challenges.  The US Navy now prepares full Environmental Impact Statements for all of its active sonar training areas, and receive IHAs from NOAA, but this legal compliance has not reduced their training activities or succeeded in putting any biologically rich areas off limits–in effect, NOAA has issued the permits after long official assessments that the activities have no significant impacts.  LIkewise, the oil and gas industry does have procedures in place to reduce sound output when animals are (very) close, and research into the behavioral effects of noise exposure at greater distances (lower sound levels) is ambiguous, though concerning.  See this earlier post about AEI’s work in this area, assessing research about behavioral impacts of moderate noise, including seismic.

The rhetoric from the litigants is surprisingly personal, implying that Gulf of Mexico exploration activity is being ramped up by this administration.  “Under Salazar’s watch, the Department of the Interior has treated the Gulf of Mexico as a sacrifice zone where laws are disregarded and wildlife protection takes a backseat to oil-company profits,” said Miyoko Sakashita, oceans director at the Center for Biological Diversity.  (See press release) What is unstated, and may in fact be more to the point, is that the Gulf has been a sacrifice zone for decades.  The fact is that these animal populations in this truly industrialized sea have been living with seismic exploration, drilling, and lots of ship traffic for many many years; some populations, including sperm whales, appear stable. While some may suggest this reinforces NOAA’s current stance that the activities do not cause any significant impact on wildlife, and others (including AEI) say it’s clearly long past time to consider the cumulative and long-term impacts of this activity on marine life, the villain is not Ken Salazar.  It’s our continuing addiction to oil, pushing us to search in ever deeper and more hazardous waters to fill our boundless needs.

Ocean noise importance rises as scientists discover more species that use sound

A new study reveals yet another family of ocean life previously thought to be deaf actually use sound to avoid potentially dangerous areas.  It’s the latest fascinating study from a collaboration between British and Australian scientists that has been revolutionizing our understanding of the role of acoustic ecology in reef habitats. In this study, crustaceans that feed on plankton avoided reef sounds; such reefs are home to fish that would enjoy a crustacean lunch.

CaridMany such small crustaceans are foundations of vast ocean food webs. Co-author Dr Andy Radford, who is leading a major project in Bristol to investigate the impact of anthropogenic noise on marine animals, said: “This highlights just how damaging the impacts of human noise pollution may be for so many different creatures.  Chronic noise from shipping, drilling and mining may mask crucial natural sounds, causing animals to make poor or even fatal decisions, which in turn will threaten vital fisheries and tourism resources.”

Coral reefs are noisy places, and this noise can be an important cue for animal orientation. Dr. Steve Simpson is quoted in a University of Bristol press release: “The combination of clicks, pops, chirps and scrapes produced by resident fish, snapping shrimp, lobsters and urchins can be detected with our hydrophones from many kilometres away.  Our research has already found that reef noise is used by the larvae of fish and even corals to locate and select habitat after their early development in the open ocean, but using noise to avoid reefs, that is a first.”

The mechanism of hearing in these tiny creatures is poorly understood, although co-author Dr Andrew Jeffs and his group from the University of Auckland have found that both tropical and temperate water crabs and lobsters are attracted by the noise of their adult habitat.  Dr Jeffs said: “It is clear that some crustaceans use sounds for orientation, and that noise can induce a downward-swimming response. But this study throws wide open our understanding of crustacean hearing, and much more research is now needed to understand how and what these little critters can hear.”

Seven years after the Southern resident killer whale population in Puget Sound was declared endangered, US government regulators appear poised to finally enact new regulations to protect orcas from boat noise in key foraging areas. In 2009, NOAA proposed increasing the minimum buffer that boats must give orcas, from 100 yards to 200 yards, and creating a half-mile “no go” zone along the entire west side of San Juan Island, where orcas gather to feed.  After extending the comment period into early 2010, finally – a year later – NOAA’s National Marine Fisheries Service has formally completed its analysis process; now, the Department of Commerce and Office of Management and Budget must OK the plan before the new rules go into effect, hopefully before this summer’s whalewatching season.

Reducing boat noise is a key piece of the puzzle for orca health.  Several recent research projects have identified impacts of boat noise, including reducing foraging time and interfering with communication.  The primary direct cause of orca decline is malnutrition as salmon runs decline; for this reason, it’s crucial that orcas are not impeded by boat noise as they seek out the fewer salmon that remain.

Seattle’s Q13 Fox News has covered the story well in recent months, including a recent update, along with a three part series that ran in November 2010 (all four stories have video components).

On the Canadian side of the border, things are moving even more slowly.  In December, a Canadian court ruled that the Canadian government’s approach, which uses voluntary guidelines, is not sufficient in dealing with an endangered species.  But Canadian officials have appealed that ruling, and it appears that nothing will change for the foreseeable future.

“It’s another season where we’re allowing more stress to be put on these animals.  You have to start asking how much more they can take?  If you ask anyone, a politician anybody about the Orca they would say they’re wonderful and beautiful and magnificent.  Why is it we can’t turn that into action?” asks Christine Wilhelmson of the Georgia Strait Alliance.

FWS initiates new environmental assessment on oil and gas drilling in Baca National Wildlife Refuge

The US Fish and Wildlife Service is going back to the table to write a new EA or EIS to assess the impacts of exploratory oil and gas wells in the Baca National Wildlife Refuge in southern Colorado.  After initial approvals were derailed by a lawsuit and injunction that stressed the noise impacts of drilling at Great Sand Dunes National Park, the FWS settled the lawsuit in September by withdrawing its previous approvals and agreeing to more comprehensive environmental studies.  Wasting no time, the scoping meetings for the new EA or EIS took place in late October, and scoping comments are being accepted until November 10, after which FWS will begin writing a new EA; if significant impacts are found, an EIS will be produced. A pdf version of the FWS Powerpoint at the public meeting can be viewed online. Drilling operations at each of the two sites would last for 90 days; if the exploratory wells find significant potential for commercial development, further environmental analysis would precede any future activity on the Refuge.

The Baca NWR was established in 2003 and is not yet open to the public; a “conceptual management plan” was released in 2005; the lack of a completed management plan was part of the reason that the earlier drilling was challenged.

I was pleased to be able to attend the 8th Wind and Wildlife Research Meeting, which took place in Denver from October 19-21.  Sponsored by the National Wind Coordinating Collaborative, this event brings together folks from agencies, the academic research community, some NGOs, and the wind industry.  The major focus is direct impacts on wildlife, including bat and bird strikes and habitat disruptions (see this recap of the meeting from NWCC, and view or download most presentations and posters here). This year, for the first time, noise had a place at the table, with an oral presentation by one of the lead researcher on the recent breakthrough National Park Service research into animal listening areas (see this AEInews post), and a poster by yours truly, embedded below.

In conversations with participants, there was a lot of interest in the emerging fact that even moderate noise levels can have a dramatic effect on animals nearby.  I stressed the point that while noise may rarely be a primary factor in animal impacts, the increased stress caused by dealing with elevated noise levels can often create synergistic effects that amplify the effects of other known impacts.

My detailed poster introduced what is known about individual variability to noise within animal populations, summarized some impacts of moderate noise on wildlife, explained noise levels around wind farms, and suggested several situations in which noise impacts on a more-sensitive subset of the local population could be a factor in wind farm impact planning (click image to view on SlideShare, or click full screen to view larger):

An article in Der Spiegel reveals that the environmental impact study at a 12-turbine wind farm 30km off the coast of Germany has reported that during construction of the turbines, porpoises avoided an area in a 20-mile radius of the two-square mile construction site.  Harbor porpoises are well known to be more sensitive to sound than many ocean creatures, and may serve as a sort of “canary in the construction zone,” their stark behavioral response standing as an indicator of noise levels that likely interfere with other animals, as well.

Wyoming Game and Fish sets moderate wildlife protections around wind farms

Wyoming has been at the center of the storm over how much wind farm developers should be subject to limits on development in the name of protecting wildlife habitat, thanks to the hot-button issue of the sage grouse, which has been dancing on the edge of federal endangered species listing for several years. In general, with the exception of bird and bat deaths caused by flying into or near whirling turbine blades, wind farms have been assumed to be benign in relation to wildlife habitat.  The noise made by turbines is considered to be moderate enough to have minimal impact on nearby wildlife (though recent National Park Service research that quantifies the dramatic reductions in listening area caused by small increases in background noise may eventually change this thinking).

This week, the Wyoming Game and Fish Department approved a set of recommendations that will guide the Wyoming Industrial Siting Council on permit applications for major projects in the state, including wind farms numbering at least 30 turbines. Under the guidelines, construction activity will be halted within two miles of an active grouse lek during the mating season each spring, though turbines will be allowed to operate in any location more than a quarter mile from a lek (increased to six tenths of a mile for one species). Restrictions on wind farms within two miles of wildlife refuges were softened in the final draft, which requires simply that developers coordinate with the Game and Fish Department and US Fish and Wildlife Service when building near refuges or state wildlife management areas.  Developers are urged to avoid big game wintering and birthing ranges, but if siting in these areas “cannot be avoided,” then construction activity must cease during the relevant times of year; again, construction is assumed to be a disturbance, while operations are assumed to be benign.

Many ranchers opposed the new rules, citing private property rights, while environmental advocates urged larger buffers, including six-tenths of a mile for all species. ”You’ve got one set of concerns saying we don’t have enough restriction, and the other side saying we’ve got way too much,” WGFD deputy director John Emmerich said. “I think we’ve done a credible job of trying to address the needs for wildlife and still accommodate reasonable levels of development.”

NPS research shows human noise limits animal listening area, alerting distance

A key research paper from National Park Service and Colorado State scientists has been published in Trends in Ecology and Evolution.  The paper, which got a lot of press when it was first made available online in the fall, introduces two key new metrics for measuring the effects of noise on animals.  The first, “alerting distance,” is the distance at which sounds can be heard: these may be sounds made by a species to alert others to danger, or sounds made by predators (which prey animals want to hear, so as to take cover).  The second, is “listening area,” the full area around an animal in which it can hear other animals’ calls, footsteps, and wingbeats.  A key insight offered by this approach is that even moderate increases in background noise (from nearby roads, airplanes, or wind farms) can drastically reduce an animal’s listening area.  The paper, which was free while in pre-press, is now available only to subscribers to the journal or other academic journal services; an article published in Park Science magazine and free to view online introduces much of the same material (be sure to click on the links to the figures, as they illustrate the concepts very well): see the article here, and check out the entire special soundscapes issue of Park Science here.

A very good article in the Aspen Times introduces the research, and includes many extremely insightful quotes from the researchers.  Go read the whole article! Three bits that are especially worth keeping mind are:

  • “The male sage grouse, in its mating displays, produces high-frequency popping sounds and swishing sounds,” Fristrup said. “It also uses a low-pitch hooting sound, which carries the farthest from the display area as a long-distance advertisement. The danger is, it doesn’t take a lot of noise to substantially reduce the range at which females or other males could hear that low-frequency hoot. So the attraction radius of the display ground could contract substantially with the inability to hear a hoot.” The authors note that some species can reduce the effects of masking by shifting their vocalizations. This is especially true when members of a species are communicating with each other. However, when the sounds a species depends on emanate from another species (such as a mouse burrowing under the snow, which an owl needs to hear as it hunts), there is less room for compensation.
  • Carnivores like lynx, who sit at the top of the food chain, can be particularly sensitive to habitat degradation of any type — including auditory — since each individual requires a huge hunting territory. “If one part of the range of a top-level predator is compromised, it may not take much to squeeze it out,” Fristrup said.
  • Contrary to what one might expect, noise is not always more disruptive when it’s louder. Snowmobiles or cars, for example, might be less disruptive to elk or deer than a hiker or cross county skier would be. “There’s pretty good evidence that so-called quiet use can disturb wildlife. If it’s a noisy source, the animal perceives it a long way off and can track its progress. There are no surprises, and it can go on feeding or doing whatever else. A quiet sound, like a snowshoer’s footstep, is only perceptible when it is very close, potentially startling the animal,” Fristrup said.

Cornell listening systems could reduce risk of bird deaths from wind farms

This one slipped past me when it happened last June, but it’s well worth noting now.  Complicating assessments of the risks of bird deaths at wind farms is the fact that two-thirds of migrating bird species migrate mainly at night; Cornell’s Bioacoustics Research Program, which has already done groundbreaking work in elephant communication and underwater listening systems, has proposed that combining their autonomous recording devices with radar data could provide the missing information on exactly when and where concentrations of migrating birds may exist near proposed wind farms.

A compelling animation highlights the large-scale patterns: The color-coded radar map illustrates areas of precipitation over the coasts as well as vast movements of tens of millions of birds, bats and insects across the entire country. In the densest areas, the color-scales indicate movement of 2,000 birds per cubic kilometer. ”You’re talking about a massive movement of birds overnight,” said post-doctoral fellow Andrew Farnsworth.

Although radar data can show the magnitude, location, timing, speed and direction of migration patterns and provide information on key stopover sites, they do not identify types of birds or accurate flight altitudes, Farnsworth said. But combining radar data with data from flight call recordings and tracking tags on birds could allow researchers to identify many species in key areas. Bioacoustics program director Chris Clark added that recorders are cost effective, can be automated for many months at remote sites, provide data on many species simultaneously, increase the probability of tracking secretive and endangered species, and could allow regulatory agencies to develop computer models to assess risks to birds from wind turbines. He acknowledged, however, that using such acoustic technology could produce a massive “data crunch”; a single microphone over a three-to-four-month period can record 120 to 140 gigabytes of data, so data from several hundred microphones would be too much to process without advanced software. Also, researchers would need to better recognize the wide variety of flight calls and learn to integrate data from radar with those from acoustics and tracking tags, he added. More research is needed, Clark stressed, to determine at what altitudes species tend to fly and whether birds sense turbine blades and avoid them.  Read full account of the presentation in the Cornell Chronicle, with link to the radar map animation.

New maps track ships drowning out whale communication

Ongoing research in Stellwagen Bank National Marine Sanctuary is providing ever more compelling visualizations of shipping noise and the much quieter calls of whales in the area. Scientists from Woods Hole Oceanographic Institute, NMFS, and Cornell have deployed networks of sound recorders, which allow them to track individual whales and ships and see how their sounds interact.  The Sanctuary, which contains the shipping lanes into Boston harbor, is one of the more urbanized ocean environments to be closely studied thus far.  Here, we see four panels; the top left is wind noise, bottom left is right whales, and the right hand ones show that two ships completely drown out the whales as they pass through the area. “Every day, five to six large ships move into and out of Boston, and their acoustic footprint can last for hours.” says Cornell’s Chris Clark. “As a result, the Right whales trying to make a living off Boston are losing about 80 percent of their opportunities to keep in contact every day, day after day, month after month, year after year.”

“Right whales are long-lived animals. When they were kids and teenagers, their world was normal,” Clark says. “Acoustic habitat loss is a stressor and there are multiple stressors on a species.” His team has found that the whales often no longer bother answering calls from their peers. In this world of constant noise, they wouldn’t be heard anyway. ”Their social network is constantly ripped apart,” says Clark. “In one area, noise levels are now 105 decibel where they should be 75.” Other researchers from the Right Whale Consortium found that the animals show dramatic loss in vital body fat: In some individuals, the blubber layer is thinner than normal, hinting at the possibility that they no longer find enough food due to the noise.

At conferences over the past year, project scientists have shared compelling animated sequences showing similar patterns; so far, only still images are available online. UPDATE! A recent article on this work in the journal Science (from which the Clark quotes above were drawn) has a link to a good video (note: the video has minimal interpretation. I find the upper left graph most compelling: it shows the whale call (in blue), loud near the whale and fainter as the cone spreads out; the red disc is the noise from the ship, gradually getting louder than the whale calls, until it drowns out the whale everywhere except very nearby). MEAM newsletter provides great status report on Marine Spatial Planning around the world

The most recent issue of the Marine Ecosystem and Management newsletter (download here) has several features that offer a good sense of current efforts to adopt Marine Spatial Planning (MSP) and its related management principle, Ecosystem Based Management (ESB).  The lead article centers on reports from Massachusetts, Norway, and Germany, each oriented toward the relationship between MSP and ESB.  Shorter pieces include interrviews on related topics and direct readers to recent management plans, proposals, and reports by the US Federal Government, the State of Massachusetts, and Papahanaumokuakea Marine National Monument in Hawaii.  For more on MEAM programs and publications, see the MEAM website.

Navy plans to add sonar training in Gulf of Alaska spurs local concerns, as NMFS prepares to issue permits

The final EIS in the Navy’s multi-year effort to get its training activities into legal compliance with NEPA requirements is heading for the finish line.  Adding to the drama, however, is the fact that the Navy is pushing to introduce active sonar training into the Gulf of Alaska—while previous EISs at other training ranges proposed continuing sonar training at or near levels that have been taking place for years, the Alaskan proposal would bring sonar training for the first time into Alaskan waters rich with marine mammal habitat.  While the Alaskan range where sonar training would take place is relatively small compared to many of the other ranges on the east and west coasts of the continental US, it is within dozens of miles of key whale habitat, and locals have expressed much concern at public hearings.  For more detail, see these links to Alaskan newspaper coverage.

Meanwhile, as the Navy completes the EIS, it has also applied for the Incidental Harassment Authorization from the National Marine Fisheries Service, which announced in early February its intention to issue a Letter of Authorization to permit Navy activities as planned from December 2010 to December 2015.  The Navy estimates that its covered activities will take individuals of 20 species of marine mammals (15 cetaceans and 5 pinnipeds) through Level B behavioral harassment. ”Further, the Navy requests authorization to take 3 individual beaked whales (of any of the following species: Baird’s beaked whale, Cuvier’s beaked whale, Stejneger’s beaked whale) annually by serious injury or mortality.” See the Navy’s IHA application here, and NMFS notice of intent to issue the LOA here.
